JERA, Dell, and RHAELM plan a 400 MW AI site in Chiba.
On Oct. 1, 2026 the three signed a memo for a behind the meter AI project at JERA's Chiba Thermal Power Station. Up to 400 MW. Capital expected above $15 billion. Operations targeted around 2028. Not built yet.
So basically: On Oct. 1, 2026, JERA, Dell Technologies, and RHAELM signed a memo to build AI sites in Japan. The first one is a behind the meter project at JERA’s Chiba Thermal Power Station near Tokyo, up to 400 MW. It is a plan, not a finished building.
The memo
JERA says the three companies signed a memorandum of understanding. The goal is a repeatable way to put power, electrical gear, cooling, and AI compute on the same project, instead of designing each site from scratch.
RHAELM is RHAELM Holdings Ltd. JERA calls it a sovereign AI infrastructure developer, based in London. Dell’s piece is standardized rack-scale gear, which JERA calls the Dell AI Factory. RHAELM is set to lead delivery.
JERA’s release says Apollo Global Management intends to be a strategic investment and financing partner for RHAELM. Channel NewsAsia says Apollo plans to take that role. Apollo is the financing partner in the announcement, not a builder of the halls.
Chiba
The project is behind the meter at JERA’s operating Chiba Thermal Power Station, near Tokyo. JERA says that lets capacity show up years sooner than a normal grid hookup.
Supported power is up to 400 MW. JERA says at that scale it would be the largest single-site AI infrastructure deployment in Japan, and one of the largest in Asia today.
Total capital is expected to exceed $15 billion (2.3 trillion yen). JERA says that covers land, power infrastructure, facility construction, and AI compute. It is not a GPU-only order.
Channel NewsAsia adds that JERA, owned by Tokyo Electric Power and Chubu Electric Power, will supply 400 MW for 15 to 25 years, and that RHAELM will develop, build, run, and finance the data center.
Dates
JERA says operations are targeted around 2028. Channel NewsAsia says the site should start in phases in 2028 and hit full capacity in 2029.
JERA and RHAELM also say they want to try the same model at other JERA plants, with a hope of multi-gigawatt AI capacity in Japan in the 2030s.
My take
Read the $15 billion as the whole Chiba plan: land, power, the building, and the computers. Nothing in these releases says the halls are up. 2028 and 2029 are targets on a memo.
So basically — pass it on.
