NHTSA Audit Query AQ26002 is asking how Tesla self-certified ~1,000 Cybercabs with no steering wheel, pedals, or mirrors — after commercial rides began in Austin on Sept. 3.

So basically: this isn’t a crash probe. It’s a paperwork-and-physics probe into how you self-certify a car that looks nothing like the cars the federal standards were written for.
What the resume actually says
The OVSC resume is short and sharp. Population: an estimated 1,000 Cybercab vehicles. Problem description: examine the process and technical data Tesla used to certify them. The cars lack permanently attached conventional controls — no brake pedal, gas pedal, steering wheel, or mirrors.
Tesla told the agency the vehicles comply with all applicable FMVSS and that it plans to expand gradually to more cars and more places. NHTSA wants to know how much of that certification rested on deciding certain standards simply don’t apply to a vehicle with no human driver controls.
Why self-certification gets weird here
U.S. automakers don’t get a pre-approval stamp. They certify, then NHTSA can audit. That system assumes a steering wheel, pedals, and mirrors someone can use. Cybercab’s whole product pitch is the absence of those parts.
So the interesting question isn’t “is robotaxi cool?” It’s: did Tesla’s inapplicability arguments hold, and what temporary controls — if any — were part of the story? By mid-September, Reuters reported a Special Order demanding sworn answers by Sept. 30, including ODDs, locations, whether touchscreen motion controls exist, and whether temporary human controls factored into certification.
The filter, not the hype
Commercial deployment and a same-day federal audit can both be true. One is a product milestone. The other is the regulator saying: show your work before this becomes a thousand-car precedent.
Watch Tesla’s response packet more than the influencer ride videos. The binder is the product now.
